ROLE OF THE EUROPEAN PARLIAMENT: Council may adopt the act only if Parliament has given its consent to the act. BACKGROUND: the Agreement on cooperation in science and technology between the European Community and Ukraine was signed in Copenhagen on 4 July 2002. The Agreement stipulated that it shall be concluded for an initial period ending 31 December 2002 and will be renewable by common agreement between the Parties for additional periods of five years. BACKGROUND: by its Decision 2003/96/EC , the Council approved the conclusion of the Agreement on cooperation in science and technology between the European Community and Ukraine. Point (b) of Article 12 of the Agreement provided that the Agreement would be concluded for an initial period ending on 31 December 2002 and would be renewable by common agreement between the Parties for additional periods of five years. Based on the Council Decision 2011/182/EU of 9 March 2011, the Agreement was renewed for a further period of five years with a retroactive effect as of 8 November 2009 and is due to expire on 7 November 2014. The renewal of the Agreement should now be approved on behalf of the European Union. CONTENT: under this proposal, the Council is called upon to approve, on behalf of the EU, the renewal of the Agreement on cooperation in science and technology between the European Community and Ukraine for an additional period of 5 years. The content of the renewed Agreement is identical to the current Agreement. The Committee on Industry, Research and Energy adopted, under the simplified procedure, the report by Jerzy BUZEK (EPP, PL) in which it recommended the European Parliament to give its consent to the renewal of the Agreement on cooperation in science and technology between the European Community and Ukraine. The Agreement will allow both Parties to improve and intensify their cooperation in science and technology in areas of common interest and will allow further exchange of specific knowledge and a transfer of know-how to the benefit of the scientific communities, industry and the citizens. The European Parliament adopted by 579 votes to 112, with 12 abstentions, a legislative resolution on the draft Council decision concerning the renewal of the Agreement on cooperation in science and technology between the European Community and Ukraine. Parliament gave its consent to the renewal of the Agreement. NON-LEGISLATIVE ACT: Council Decision (EU) 2015/344 concerning the renewal of the Agreement on cooperation in science and technology between the European Community and Ukraine. Based on the Council Decision 2011/182/EU , the Agreement was renewed for a further period of five years with a retroactive effect as of 8 November 2009 and is due to expire on 7 November 2014. Renewal of the Agreement for five more years would be in the interest of both Parties so as to maintain continuity in the scientific and technological relations between Ukraine and the European Union It is now appropriate to approve, on behalf of the Union, the renewal of the Agreement.
