PROPOSED ACT: Regulation of the European Parliament and of the Council ROLE OF THE EUROPEAN PARLIAMENT: the European Parliament decides in accordance with the ordinary legislative procedure and on an equal footing with the Council. BACKGROUND: this proposal is part of a package of contingency measures to prepare for a possible scenario of no agreement between the EU and the United Kingdom after the end of the transitional period. The European Parliament adopted by 680 votes to 3, with 4 abstentions, a legislative resolution on the proposal for a regulation of the European Parliament and of the Council on certain aspects of aviation safety with regard to the end of the transition period mentioned in the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community. Parliament adopted its position at first reading in accordance with the legislative procedure, taking over the Commission proposal. The proposal is part of a package of temporary contingency measures aimed at alleviating some of the major disruptions that will occur on 1 January 2021 in the event that an agreement with the United Kingdom is not yet reached. It relates to aviation safety and supplements Regulation (EU) 2018/1139 to address the situation resulting from the absence of an agreement covering aviation safety issues applicable on the date of the end of the transition period set in the agreement on the withdrawal of the United Kingdom from the EU. The proposal ensures the possibility of uninterrupted use of various safety certificates for products in EU aircraft, thus avoiding grounding of these aircraft. This Regulation should enter into force as a matter of urgency and should apply from the day following the end of the transition period, unless an agreement between the European Union and the United Kingdom governing matters of civil aviation safety related to design certificates addressed in this Regulation has entered into force or provisionally applies by that date.
