PROPOSED ACT: Regulation of the European Parliament and of the Council. ROLE OF THE EUROPEAN PARLIAMENT: the European Parliament decides in accordance with the ordinary legislative procedure and on an equal footing with the Council. BACKGROUND: reporting requirements play a key role in ensuring proper monitoring and correct enforcement of legislation. Reporting requirements can however also impose disproportionate burdens on stakeholders, particularly affecting SMEs and micro-companies, also given organisational and technological developments that call for original reporting requirements to be adjusted. Their cumulation over time can result in redundant, duplicating or obsolete obligations, inefficient frequency and timing, or inadequate methods of collection. The Committee on Transport and Tourism adopted the report by Jan Christoph OETJEN (Renew, DE) on the proposal for a regulation of the European Parliament and of the Council amending Regulations (EC) No 80/2009, (EU) No 996/2010 and (EU) No 165/2014 as regards certain reporting requirements in the fields of road transport and aviation. The committee responsible supports the European Commission's proposal to make limited and targeted changes to three regulations in order to streamline reporting obligations. It suggests that the European Parliament approve the Commission's proposal with one amendment. With regard to Regulation (EU) No 165/2014 of the European Parliament and of the Council on tachographs in road transport, Members specify that the competent authorities of the Member States should publish the list of approved workshops and the cards issued to them on a publicly available website and ensure that these lists are kept up to date at least annually. The European Parliament adopted by 613 votes to 4, with 6 abstentions, a legislative resolution on the proposal for a regulation of the European Parliament and of the Council amending Regulations (EC) No 80/2009, (EU) No 996/2010 and (EU) No 165/2014 as regards certain reporting requirements in the fields of road transport and aviation. The European Parliament adopted its position at first reading under the ordinary legislative procedure. Regulation (EC) No 80/2009 on a code of conduct for computerised reservation systems, Regulation (EU) No 996/2010 on the investigation and prevention of accidents and incidents in civil aviation and Regulation (EU) No 165/2014 of the European Parliament and of the Council on tachographs in road transport lay down several reporting requirements in the fields of road transport and aviation, which should be simplified. Parliament supports the European Commission's proposal to make limited and targeted changes to three regulations in order to streamline reporting obligations. Concerning Regulation (EC) No 80/2009, the amending regulation provides that provides that the Commission may require any vendors of computerised reservation systems (CRSs) to submit an independently audited report detailing its ownership structure and…
