PURPOSE : to conclude the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and Serbia, of the other part, to take account of the accession of Croatia to the European Union. ROLE OF THE EUROPEAN PARLIAMENT: Council may adopt the act only if Parliament has given its consent to the act. BACKGROUND: on 24 September 2012, the Council authorised the Commission to open negotiations, on behalf of the European Union and its Member States and Croatia, with Serbia in order to conclude a Protocol to the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and Serbia, of the other part, to take account of the accession of Croatia to the European Union. The Protocol was initialled by the Commission and the Government of Serbia on 10 December 2013. PURPOSE: to conclude the Protocol to the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and Serbia, of the other part, to take account of the accession of Croatia to the European Union. BACKGROUND: in accordance with a Council Decision, the Protocol to the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and Serbia, of the other part, to take account of the accession of Croatia to the European Union has been signed, subject to its conclusion. The conclusion of the Protocol is subject to a separate procedure as regards matters falling within the competence of the European Atomic Energy Community. It is now necessary to conclude this Protocol on behalf of the European Union. CONTENT: under this proposal, the Council is called upon to approve, on behalf of the EU, the Protocol to the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and Serbia, of the other part, to take account of the accession of Croatia to the European Union. For details as regards the objectives of the Protocol, please refer to the summary of the initial legislative proposal published on 14/02/2014 . The Committee on Foreign Affairs adopted the recommendation by David McALLISTER (EPP, DE) on the draft Council decision on the conclusion, on behalf of the European Union and its Member States, of the Protocol to the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Republic of Serbia, of the other part, to take account of the accession of the Republic of Croatia to the European Union. Members called on the European Parliament to give its consent to the conclusion of the Protocol. The European Parliament adopted by 643 votes to 39, with 24 abstentions, a legislative resolution on the draft Council decision on the conclusion, on behalf of the European Union and its Member States, of the Protocol to the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Republic of Serbia, of the other part, to take account of the accession of the Republic of Croatia to the European Union.
