to conclude, on behalf of the European Union and its Member States, the Protocol to the Framework Agreement on Partnership and Cooperation between the European Community and its Member States, of the one part, and the Philippines, of the other part, to take account of the accession of Croatia to the European Union. ROLE OF THE EUROPEAN PARLIAMENT: Council may adopt the act only if Parliament has given its consent to the act. BACKGROUND: according to its Act of Accession, Croatia undertakes to accede to the international agreements signed or concluded by the European Union and its Member States by means of a protocol to those agreements. The Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Philippines, of the other part, was signed in Phnom Penh on 11 July 2012. PURPOSE: to conclude the Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Philippines, of the other part, to take account of the accession of Croatia to the European Union. BACKGROUND: in accordance with a Council Decision, the Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and Philippines, of the other part has been signed, subject to its conclusion at a later date. It is now necessary to approve the Protocol on behalf of the European Union. For details are regards the main provisions of the Protocol, please refer to the summary of the initial legislative proposal dated 23/07/2014 . The Committee on Foreign Affairs adopted the report by Elmar BROK (EPP, DE) on the draft Council decision on the conclusion, on behalf of the European Union and its Member States, of the Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Republic of the Philippines, of the other part, to take account of the accession of the Republic of Croatia to the European Union. The committee recommended that the European Parliament should give its consent to the conclusion of the Protocol. The European Parliament adopted by 579 votes to 58, with 43 abstentions, a legislative resolution of 8 June 2016 on the draft Council decision on the conclusion, on behalf of the European Union and its Member States, of the Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Republic of the Philippines, of the other part, to take account of the accession of the Republic of Croatia to the European Union. Parliament gave its consent to the conclusion of the Protocol.
