ROLE OF THE EUROPEAN PARLIAMENT: the European Parliament decides in accordance with the ordinary legislative procedure and on an equal footing with the Council. BACKGROUND: the Commission announced its intention to repeal Regulation (EEC) No 1108/70 in its 2020 work programme. This Regulation requires Member States to report on infrastructure expenditure for rail, road and inland waterway transport and to provide data on infrastructure use. The Committee on Transport and Tourism adopted the report by Roman HAIDER (ID, AT) on the proposal for a regulation of the European Parliament and of the Council repealing Regulation (EEC) No 1108/70 of the Council introducing an accounting system for expenditure on infrastructure in respect of transport by rail, road and inland waterway, and Commission Regulation (EC) No 851/2006 specifying the items to be included under the various headings in the forms of accounts shown in Annex I to Council Regulation (EEC) No 1108/70. The committee responsible recommended that the European Parliament adopt its position at first reading, taking over the Commission proposal. The purpose of this proposal is to repeal Regulation (EEC) No 1108/70 and also to repeal Commission Regulation (EC) No 851/2006 determining the content of the various headings in the forms of accounts shown in Annex I to Council Regulation (EEC) No 1108/70. As a reminder, Regulation (EEC) No 1108/70 requires the collection of data on transport infrastructure expenditure by rail, road and inland waterway, as well as statistics on the use of the corresponding infrastructure, primarily for the purpose of collecting information on transport infrastructure expenditure and use ("data") in Member States. The Regulation has been amended many times, but it partly overlaps with more recent rules on data collection currently in force. According to Regulation (EEC) No 1108/70, every year the Commission should present a summary report containing the main statistics on transport infrastructure expenditure and use. The Commission has not produced any new reports since 1998, mainly because it received very little data from the Member States or because the data it did receive was mostly incomplete. The definitions and classifications used in the Regulation have become obsolete and many concepts and classifications are outdated or incompatible with current classifications. In conclusion, Regulation (EEC) No 1108/70 has become obsolete and data that would have been collected under the Regulation have become available from other sources or are no longer needed in the form and specifications required by the Regulation.
